Staff/Faculty Development

In the present scenario the role of techno craft plays a vital significant due to the modernization and rapid industrialization. In these regards SCTE&VT has taken a great initiative by improvising and enhancing the credibility of diploma and ITI colleges across the state.  SCTE&VT facilitated qualified and highly experienced individuals as the faculties of different educational institutions. The scholastic curriculum and methodologies approached by the SCTE&VT are absolutely incredible.

All the institutions under SCTE&VT provide library facility for enthusiastic learning of students. The students can easily upgrade themselves in accordance to the modern day technology by spending more hours in Library.

There were well-equipped workshops and laboratories to facilitate students to put their knowledge in to practical application. As they spend valuable time at these laboratories, their skills are continuously honed. Ultimately in future, these practical experiences enable them to give solutions for any and every problem in their work and will be a great boost to decrease the technical manpower of the state.

E-Governance Initiatives

E-governance is the introduction of Information and Communication Technology (ICT) in all activities, with the point of upgrading government capacity to address the necessities of the public & students.

1. Vidhyarthi

Vidhyarthi portal developed by NIC Bhubaneswar is used by SCTE&VT for all exam related online activities & publication of result. Students can obtain and download their marksheet,certificate and result by the help of this application by simply submitting their registration number or roll no. The faculties of various institution accredited by SCTE&VT can uploaded the internal & sessional marks of the students through this software.

2. E-Evaluation of Answer Scripts

SCTE&VT, Odisha is the only Diploma examining body in the entire country which has adopted E-Evaluation system of its Answer Scripts. The Answer scripts are scanned in the Council premises and uploaded to a Tier-III Data Center. The cover page of the Answer Script containing student information is masked and not visible to the evaluator. The scripts are mixed and available to the evaluators in a randomised manner. Evaluators at 23 evaluation centers download a soft copy of the script and evaluate it on-screen by awarding marks, annotations and comments in a real time mode. This facility has helped the Council to complete the evaluation activity in a time bound manner and publish result in time.

3. e-Despatch

e-Despatch is an innovative service for streamlining the flow of office files within the system in a digital way.Files are scanned and stored in a central server and used in the process flow as and when required. e-Despatch transform this process by plummeting the efforts significantly when letter is sent via e-Despatch. The only effort required in the process is the time taken to scan the physical copy of the letter to be sent, which takes not more than a minute, because of the scanner’s configuration with the system.

More than a letter dispatch system, e-Despatch is a knowledge management and productivity tool. It makes sure that all facts of business process are adequately captured within its framework and enables organization specific approval system, electronic documentation and records management. This framework supports rapid configuration of a wide range of systems including collaborative networking, sharing documents, knowledge acquisition and knowledge representation, and also various combinations of mind sharing technologies. Therefore here is a platform to build knowledge organically.

4. Online Services through Lokaseba Adhikara

Seven no.s of Student centric Services of Diploma and Five no.s for ITI stream are provided directly to the students through LokasebaAdikara. Students can now apply online for these services in the Common Application portal, pay the fees online and get the required service online through LokasebaAdhikara. This has helped the students to get service in a timely manner as well as they need not come to the Council for their problems.

5. Digi Locker

  • It is a key initiative under Digital India aimed at transforming India into a digitally empowered society and knowledge economy.
  • Targeted at the idea of paperless governance DigiLocker is a secure cloud based platform for storage, issuance and verification of documents & certificates in a digital way thus eliminating the use of physical documents. Departments and agencies can integrate with DigiLocker as Issuers or Requesters.
  • Organizations that are registered with DigiLocker can push electronic copies of documents and certificates (e.g. driving license, Voter ID, School certificates) directly into citizens’ lockers. Citizens can also upload scanned copies of their legacy documents in their accounts. These legacy documents can be electronically signed using the eSign facility.
  • Citizens can get their Digital Certificate and Marksheets on both Desktop and on Mobile devices (Android only).
  • SCTE&VT has provided DigiLocker facility to Diploma students completing their Diploma from Summer 2017 onwards with the assistance of NIC, Bhubaneswar and NeGD (National e-Governance Division), Ministry of ETC & IT, Govt. of India.
  • The Diploma Certificate & Divisional Marksheet of the passed out students will be pushed to their respective DigiLocker account from Vidyarthi portal by NIC, Bhubaneswar.

Step-By-Step Process for creating DigiLocker Account

  1. Visit the DigiLocker site by entering the URL https://digilocker[dot]gov[dot]in and click on Sign Up bottom on the top right corner of the home page.
  2. Enter your Mobile No. and authenticate it by entering the OTP (One Time Password) received in your mobile. Click Verify bottom.
  3. Enter the user name and password of your DigiLocker account and click Sign Up bottom. Normally your name should be the user name of your DigiLocker account. The password should be within 8 to 30 characters and must contain at least one letter, one number and one special character. Only hash (#), asterisk (*), dollar ($), and at the rate (@) are allowed as special character.
  4. Enter your Aadhaar Number provided by UIDAI and click Submit bottom.
  5. Authenticate it by entering the OTP received from Aadhaar and click Verify bottom.
  6. Type the text as shown in the box and click Verify bottom.
  7. Enter your Date of Birth, Name and Gender.
  8. Enter your E-Mail id in the box on the top left corner of the screen for verification. You will receive a mail from DigiLocker. Click the link provided in the mail for updating your profile details.

6. Make My Report

“Make My Report” is an online reporting tool designed for making dynamic reports. This is a speedy and simple tool for formation of dynamic reports, assigning to ground office users to accumulate instant information on particular requirement and compilation of reports received from ground offices. The administrator can add contacts to accumulate data on time to time basis, make desired reports. Administrator can choose contacts to assign the report and fetch essential data with the help of reports. All ground level contacts will be able to login by the allotted user id and password through web-application and need to fill up the assigned report format and submit the same to admin and this will auto compile and gives consolidated information to admin.

7. Bio-metric Attendance System

Bio metric Attendance system is an innovative system for streamlining the academic system of the institute. Depending upon the student strength multiple Bio-metric devices are installed at prominent places of the institute which are connected to a central server through LAN. Every day attendance data of the students’ is synced from the institute local server to the State Application Portal developed by NIC Bhubaneswar. The daily attendance of the student is monitored by the Institute as well as Council and only those students having requisite percentage of attendance in the semester are eligible to appear semester exam.

8. E-Question Paper Delivery System

This is a great inventiveness of SCTE&VT to make the examination process more disciplined and systemize. SCTE&VT will be the only Diploma examining body in the entire country which will be adopting such a system from the forthcoming Winter 2017 examination. In this process the semester question papers of Diploma engg will be stored in the Data Centerand transmitted to all examination centers in an encrypted mode just before the exam. There will be 3 levels of security involved in this system thus making it tamper proof. The Center Superintendents of all exam centers will download the questions at the specified time just before the exam & print the question paper before distributing it to the examination halls. This method eliminates the chance of question leakage as well as saves the time & money incurred for printing of questions.

9. Online Receipt & Payment of fees

SCTE&VT has adapted modern IT techniques for giving better service to the students and institutes. Online payment System is one of the finest examples in this regard. Now Registration fees and Exam form fill up fees is paid online by the institutes through net banking. All other payments are also done online by the institutes. Similarly all payments like Remuneration to Question Setters, Evaluators, Service providers etc. are also done online.

  • To prepare the annual budget to be placed before the Executive Committee.
  • To make recommendations of the Execution Committee on all matters relating to the Finances of the Council.

  • To frame rules subject to the provisions of OGFR and standing order of Government, with the approval of the Executive Committee to regulate the accounting procedure to be followed by the Council and

  • To provide or to purchase furniture and Equipment etc.

  • The Executive Committee shall the be appointing authority in respect of appointments to the posts to be filled up on direct recruitment subject to the instant delegation of powers as per the provision of By-Laws and State Government’s instructions issued from time to time.
  • To suggest amendments if and when necessary to the Council.
  • To make necessary action for the preparation and publication of any text books and others materials as and when required.
  • The Executive Committee shall meet as and when required to conduct efficenttly the business of the Council in its day-to day administration on dates and hours to be fixed from time to time by the Vice Chairman.
  • A minimum of one week’s notice shall be given for convening any meeting of the Executive Committee.
  • Special or emergency meeting of the Executive Committee can be called at short notice.

The State Council for Technical Education and Vocational Training (SCTE&VT) has vital role to play in our Mission Skilled-In-Odisha. It is assigned with the responsibility of ensuring academic excellence through curriculum designing, conducting examination and certification of trainees & students of ITI and Diploma institutions.

To achieve international standard in training & assessment, the regulatory body has undergone a comprehensive makeover in its processes and functions. Most of its key functions have been shifted online for complete transparency, ease of access and use by both trainees and institutes. We have implemented e-evaluation of answer scripts, online services (Duplicate Certificates, Verification of documents, Migration Certificate etc.) for students, online examination activities, Digi Locker facility and online payment of fees. Similarly online examination, e-delivery of question papers, e-office, online affiliation process etc. are also set to be implemented from the ensuing academic session.

To make all this online functions and services easily accessible, SCTE&VT has launched this new and dynamic portal. This portal will provide quality services that will meet the requirement of all stakeholders particularly the students. It will be a showcase of our endeavors and achievements in the field of Technical Education & Skilling.

About Council:

 State Council for Technical Education & Vocational Training is  the examining and certifying body of  Diploma & ITI colleges in the State. SCTE&VT conducts  examination, evaluation & publishes in the Council portal. The main mission of SCTE &VT is to promote quality & innovation in technical education & vocational training and upgrade the technical institute into  Centre of Excellence of world standard through industry driven course curriculum.

In India Technical Education is imparted generally in three levels i.e. ITI, DIPLOMA and DEGREE in a massive scale. Some passed out graduates are also prosecuting Post-Graduate courses and undertaking Research work. Diploma level institutions play a vital role in producing Diploma holders in various fields of Engineering & Technology, Pharmacy, Architecture, Beauty Culture, Film & TV and Medical related Diploma courses. These Diploma graduates render their services in the capacity of skilled technicians, supervisors and middle level technical trained man-power as per the need of Industries/ Govt. Dept./ Public Sectors undertakings/ Defence/ Railways and all other sectors. Due to rapid industrial growth in the sector like Steel, Sponge Iron, Power, Aluminum, IT etc. by leading Private sectors like Arceller Mittal Group, Jindal, Vedanta, ESSAR STEEL etc. in addition to capacity expansion of existing public sector units like RSP, NALCO, NTPC, IB VALLEY PROJECT etc., Odisha is becoming an industrial hub in the Eastern Zone. Seeing this high potential of employment for Diploma holders large number of institutes were established as per norms and standards of AICTE and approved by AICTE / State Govt. and affiliated to SCTE & VT, Odisha, Bhubaneswar. The Govt. is very keen to expand polytechnic education and to produce quality technician manpower through polytechnics in the State.

Administration & Certification:

The Government Polytechnics/ Engineering Schools of the State are under the administrative control of the Directorate of Technical Education & Training (DTE&T), Odisha, Cuttack, under the Department of Skill Development and Technical Education, Government of Odisha, Bhubaneswar. BPFTIO, Cuttack, IGIT, Sarang & ITT, Choudwar are fully aided polytechnics managed by Registered Societies. All the Diploma Courses of the State are affiliated to the State Council for Technical Education & Vocational Training (SCTE&VT), Odisha. Semester Examination is conducted at the end of each semester except for the course in Pharmacy which is in yearly pattern. Diploma is awarded after passing the final examination conducted by SCTE&VT, Odisha.

Curricular Development Activities:

Constant endeavor is being made to update the syllabus as per the need of the Industry and advancement of the technology. Seminar and co-curricular activities are regularly conducted among the students for an all round development of future technicians. It ensures a fundamental and common approach to equip future technicians to face the emerging challenges of Industries in particular & Society in general and at the same time provides uniform basic knowledge and skill competencies relevant to service Industries, Engineering and Technology with vertical and horizontal mobility of the students for their professional growth.

Special emphasis is being given for development of communication skills and personality. Communication Skill Laboratories have been set up in all Govt. Polytechnics. With a view to inculcate the habit of team spirit, emphasis is being given for Sports and allied activities like NCC, NSS, Short-Term educational tours, sports at institute level, facilities for Volleyball/Football/Cricket/Athletics etc.
